Chrome spots & bike care in cold climate

Hi all
I have a couple of questions which I was hoping you kind people could help me with.
I have just bought my first ever motorcycle at the ripe old age of 29. It is a Hyosung GV 125. It's only a 125 cc owing to licence limitations. Here is a picture:

It is three years old, but only has only done 80 miles and until I bought it last week had sat in a dealer show room from new.
It has some "spots" on the chrome, examples of which are shown in the following photos:



So my two questions are these:
(1) Are these rust spots or (as someone has told me) inevitable imperfections resulting from the chroming process? If they are rust, what can I do to "fix" the problem / eliminate the spots.
(2) I'm located in the UK and whilst the bike will not be ridden in the rain if I can help it, it will have to survive a harsh UK winter. It will be covered with a heavy duty motorcycle when not in use but garaging is not an option. What can I do to protect the bike cosmetically and mechanically? I will have a full morning every week which I can spend on maintenance.
