suzuki gs 450, problems starting

I have a 1980 suzuki gs450, and when i got it, the engine was seized, i have since freed the engine, and i have tested the starter and solenoid, and both are working fine. but, when i try to jump the bike, the starter will spin, but will not turn over the engine, what could be some possible problems?
