2001 Suzuki Marauder 800 - rust in the tailpipes

Hi, I am thinking of purchasing a 2001 Suz Marauder 800. It looks like it is in great shape but I noticed quite a bit of rust inside the tailpipes. Is this a sign of poor maintenance?
