Bike registration.. 7500 miles, how do i get around it here in Cali..

Had my best friend pass away and i had his bike brought out to california for me with 1800 miles on it. Got all the title stuff done but need 7500 miles on the bike to register it here?? HELP.. do i hook it up to a drill????

Ok, Took me a couple of minutes to figure out the question (living on the East Coast). If I understand it correctly, because the bike has less than 7500 mi on it, California is trying to classify it as new, and it must then meet all Ca. emission standards. If it's transferred as a used bike, it doesn't. It also sounds like the bike is possibly this year's model.
If I'm stating it correctly, you may need a simple (generally free..or, they may get you squared away for $100, and you do the actual leg work) consult with an attorney who specializes in motor vehicle law. He may direct you to an estate attorney. My thinking is, it was an inheritance from an estate, not a new purchase, and there's likely a provision for that somewhere in the law.
Not an attorney, but, was administrator on an estate, and had a not dissimilar issue, and the attorney helped me thru it, pretty cheaply.
