I have an '08 Stratoliner and want to put highway lights on it, but I want to come off the headlight and use the stock turn signals on the stem.  Anyone had any luck with this type of arrangement?

Yes. I have an 07 Strat S and had installed the Star passing lamps.I think I had to buy the mounts(it looks like stock mount)in which the passing lamps are attached on top and the stock turn signals attach below. It wasn't cheap, that's for sure, but it looks stock, very nice, clean. This was the first thing I did to the bike which I think is a must for safety(being seen).
