I have a 2007, 900 vulcan custom and I what to do the same thing to it. I spoke to  a mechanic from the dealer where I bought my bike and they cheched the clearance, and informed me I could go from the 180 to a 200 on the back tire.

I actually just asked my dealer that same question 2 days ago about going to a 200mm rear tire on my 2008 Vulcan 900 Custom and here was his response:

I'm real concerned about going bigger because:
-the OEM rim width will hinder a larger tire's potential contact patch width
-rubbing in the swingarm and the drive belt
-final drive ratio will be changed which messes up speedo accuracy and burdens the engine's power to pull top gear
-hydroplaning due to increased surface contact patch with the same gross weight load
