RAIN-X is as good as any product out there (and there aquite a few. However, that won;t solve your problem. all thse products make the water gather together into large beads so it will run off rather than coat the windshield. At night, you will still have the refraction problem you decribed from the oncoming headlights and street lights. I've never noticed that problem during daytime rain showers. (But I have noticed a big positive difference in having RAIN-X for daytime rain.)
Most "experts" recomend that you be able to see over your windshield; but for some of us, that's not terribly practical. (And for me, it's not really desirable either.)
My suggestion is to avoid riding in the dark when it is expected to rain. If that's not possible, then I'd suggest slowing down to meet your level of visibility (more than you would otherwise for wet conditions). Maybe someone else out there has some better ideas....

i prefer to look over my windshield, so when caught in rain after dark i use the squeegee on my left glove's thumb on my helmet's faceshield. there are also velcro-on squeegees for the same purpose sold by aerostich, among others. either way, riding in the rain pretty much sucks, but we get to tell some great survival stories! no *** there i was...
